Fishery sector is considered as an important economic activity in the socio-economic context of Assam. The Sector has registered an average annual growth of about 6% in terms of fish production. Total fish production in the State has reached the level of 3.93 Lakh Ton in 2020-21 compared to 2.94 Lakh Ton in 2015-16. Simultaneously fish seed production has also increased from 5678 million fry in the year 2015-16 to 9886 million fry in the year 2020-21. Despite this encouraging scenario, the growing demand of fish in the State is yet to be met. A considerable amount of fish is coming from the other States to meet the economic demand annually. To minimize the outflow of state’s money to other parts of the country through incoming of fish, the Government conceptualized a mega project in 2017-18 for fishery department to increase local fish production and employment opportunity to rural youth, popularly known as Ghare Ghare Pukhuri Ghare Ghare Maach (GGPGGM) under RIDF-XXIII with total outlay of the project amounting to Rs. 12155 lakh. The sharing pattern consists of Rs. 9509.50 lakh as Loan share from NABARD, Rs. 500.50 lakh as State Share & Rs. 2145 lakh as beneficiaries share. It was expected that the project will add more than 5000 MT of fish annually in the fish basket of the state.

Further, the beneficiaries are being provided with fish culture input support like fish seed and fish feed for 2 consecutive years under Chief Minister’s Samagra Grammya Unnayan Yojana (CMSGUY). Additionally, the beneficiaries are imparted with hand holding support and training through College of Fisheries, Raha and Krishi Vigyan Kendras under Assam Agricultural University, Jorhat in a phased manner.

The project GGPGGM targeted construction of 1000 ha of farmers’ individual ponds and 430 ha of village community tanks covering all the LACs throughout the state. It was intended and agreed upon to capture details of the asset created and beneficiaries thereof under the project through geo-tagging. Hon’ble Chief Minister, Assam, in a meeting held on 15-06-2021 also emphasized on geo-tagging of all ponds and tanks created under the project ‘Ghare Ghare Pukhuri Ghare Ghare Maach’ (GGPGGM) implemented by the Department of Fisheries, Assam.

Accordingly, the mobile-app ‘Matsya Baibhav’ has been developed by National Informatics Center (NIC), Assam State Centre for Department of Fisheries, Assam to geo-tag the assets created under GGPGGM in the first Phase with the following objectives:

  • To build a common platform for monitoring of the schemes in the Web portal.
  • To build a system that can provide up-to-date status of the GGPGGM scheme to the management
  • To get the summary status of the scheme through the dashboard and graphical representation of consolidated data and detailed status through various reports
  • To view the presence of ponds/ tanks in the map with detailed parameters
  • To build a system where dashboard and reports are accessible to public
